Identical letters dated 1 July 2021 from the Permanent Representative of the Syrian Arab Republic to the United Nations addressed to the Secretary-General and President of the Security Council

On instructions from my Government, with reference to the letter dated 29 June 2021 from the Permanent Representative of the United States of America to the United Nations addressed to the President of the Security Council (S/2021/614), and further to my letter dated 4 March 2021 addressed to you (S/2021/223) concerning the violation of the sovereignty, unity and territorial integrity of the Syrian Arab Republic by the United States of America and its attempt to invoke the provisions of the Charter to justify its aggression, I should like to draw your attention to the following:

The Government of the Syrian Arab Republic condemns the shameless United States attack on the Syrian-Iraqi border area as a flagrant breach of the inviolability of Syrian and Iraqi territory. Syria reiterates its demand for the United States Administration to respect the unity of the land and people of Syria and Iraq and to desist immediately from these attacks on the sovereignty and independence of those two countries.

Syria categorically rejects efforts by the United States to justify its act of aggression on the pretext of a unilateral and misleadingly selective interpretation of Article 51 of the Charter of the United Nations. Syria recalls what it stated in its letter dated 4 March 2021 (S/2021/223) about Article 51 having been drafted with deliberate care to include restrictions that must be respected, in order to ensure that its provisions are not manipulated, misconstrued and exploited to carry out acts of aggression and spread chaos and destruction.

Syria also recalls that many members of the Security Council and the United Nations, including the Syrian Arab Republic, have made statements stressing the importance of respecting the collective security system enshrined in the Charter of the United Nations, the principle of refraining from use of force in international relations, and the need to steer clear of misinterpreting or arbitrarily applying Article 51 and transforming it from a provision concerning self-defence into a basis for aggression and occupation, as well as a threat to international peace and security.

Syria once again calls on the United States administration to cease its violations of international law and the Charter of the United Nations; respect the sovereignty, unity and territorial integrity of the Syrian Arab Republic; abandon its policies aimed at undermining security and stability in Syria and the region; and stop its attempts to distort and manipulate the provisions of the Charter of the United Nations.
