     I have the honour to transmit herewith the Chair’s summary of the Arria-formula meeting convened by Mexico, on the theme “Upholding the collective security system of the Charter of the United Nations: the use of force in international law, non -State actors and legitimate self-defence” (see annex I), held on 24 February 2021, as well as copies of the statements delivered by Member States and by the briefer of the meeting, the Director of the Harvard Law School Program on International Law and Armed Conflict, Professor Naz K. Modirzade (see annex II).* 

    I kindly request that the present letter and its annexes be circulated to all Member States and issued as a document of the Security Council."
