'We have taken note of the latest report of the Secretary-General on the implementation of resolution 2522 (2020) (S/2021/120). In that regard, Mexico reiterates its concern about the abuse of invocations of Article 51 of the Charter of the United Nations in the context of the fight against terrorism. That practice runs the risk of de facto broadening the exceptions to the general prohibition of the use of force, as contained in Article 2, paragraph 4, of the Charter. It is an irregularity that in our opinion should not be accepted.'
