Reference: S/2021/265 Statement by the Permanent Representative of Mexico to the United Nations, Juan Ramón de la Fuente Ramírez "In the absence of a military solution to the conflict in Syria, Mexico reiterates its concern about certain States abusively invoking Article 51 of the Charter to justify the use force without the authorization of the Council.
