Reference: S/PV.8975 Mr. De la Fuente Ramírez (Mexico) (spoke in Spanish): "The numerous incidents of violence attributed to the activities of terrorist groups, including Da’esh, are of concern. We urge the Iraqi Federal Government and the Kurdish Regional Government to deepen security cooperation and to resolutely promote the implementation of the Sinjar Agreement. We also urge regional and international partners to continue to support Iraq’s efforts in such areas, particularly the capacity-building of the security forces. 34. During the reporting period, the Ministry of Defence of Turkey reported ongoing operations against Kurdistan Workers’ Party (PKK) targets in northern Iraq. In identical letters dated 4 November 2021 addressed to the President of the Security Council and to me (S/2021/927), the Permanent Representative of Iraq drew attention “to the fact that these violations of the sovereignty of Iraq that Turkey committed were contrary to the principles of good-neighbourliness and violated the principles of the Charter of the United Nations and international law”. In the same letters, the Government of Iraq reiterated its willingness to cooperate with Turkey with a view to “finding common ground and arriving at peaceful solutions”. Mr. De la Fuente Ramírez (Mexico) (spoke in Spanish):  We thank Under-Secretary-General Vladimir Voronkov and the Acting Executive Director of the Counter-Terrorism Committee Executive Directorate, Mr. Weixiong Chen, for their presentation of the report of the Secretary-General (S/2022/63) on the threat posed by international terrorism, in particular ISIL (Da’esh), to international peace and security, as well as the range of United Nations efforts to support Member States in countering the threat. As we mentioned last month at the meeting (see S/PV.8958) on the situation in Syria, the attack against the prison in Al-Hasakah is a vivid reminder of the operational capabilities of the Islamic State in Iraq and the Levant (ISIL) and confirms the threats it poses. The incident also highlighted the overcrowded conditions of approximately 700 minors and confirms the urgent need for States to develop effective plans for the repatriation, rehabilitation and reintegration of foreign fighters...

Mr. Szijjártó (Hungary): I thank you very much, Madam President, for convening our meeting today under such complicated circumstances to discuss this very important matter.  There is absolutely no doubt that the security of the Middle East has been one of the issues with the strongest and most comprehensive impact on global peace and security in past decades. We have all witnessed many attempts by several actors to resolve the crisis. However, most of those attempts have either failed or had only limited impact. The Abraham Accords, signed by Israel and numerous Arab States, represent the most significant result on the matter. Apart from normalizing bilateral relations between the States involved, the Abraham Accords may give new impetus to the Middle East peace process, as well to the much-awaited agreement between Israel and Palestine.
